That's not what I remember, at least for the P6 generation. The 440FX supported 2-way from the getgo. The 440LX supported it as well. The 440BX and GX did too. So did the 820 and 840, as well as the 810 and 815 but they don't show up in SMP boards. You would know much better than I about 4-way.

So the delays we're seeing from AMD is pretty much par for the course

Par for who's course? When did Intel take 2 years to support SMP for any processor? Even the P5 had SMP support. Maybe the 486 didn't but I think that's going a little too far back.
