I don't believe the the thermal condition is reached often or at all with 1.5 GHz P4. I have no evidence, I just think someone would have caught it by now. I think it is relatively simple to write a piece of code to monitor the real clock speed.

P4's IPC is just poor. But the future speed grades of .18u P4 will run faster, most likely using higher voltage, therefore hotter, so someone may catch the CPU in a state when it is running at half the speed. I thing on line web sites will have lot of fun with this when it happens.
