In windows 98:

Start: Find: Files or folders:

type in "msconfig" less the quotes

click find now... make sure it is searching your entire C drive. One of my puters defaults back to just searching the desktop.

double click on the msconfig program

there is a tab there for startup

uncheck items you do not want to run on boot up.

windows 95 requires a downloadable program. I forget it's name but someone here surely knows it.

I do not know about 2k or ME.

Information, Tools, Configuration Utility, Startup tab.

This gets to MSCONFIG, where you can do this work.

Click Start, Programs, StartUp, and delete what's you don't want to start from this folder. (Although its contents appear in MSCONFIG)

Or click Start, Run, and type MSCONFIG into the box.
