Bush (or any president) has the ultimate leverage. A lot of Senate vermin are standing on their hind legs slobbering about their pet government-waste programs as the reason they oppose the tax cut (ex., Durbin (IA), on Meet The Press, pumping for his farmers). That, as they know, is their weakest possible position. Either they make the deal and help pass the tax cut, or they get portrayed in their state as tax-and-spend obstructionists, and have to run against pressure from powerful groups like Club-for-Growth (and lose their pork, to boot).

I estimate that, at some point between now and Fall, there will be a panic by the so-called "centrists" to get their own pork locked in with Bush in exchange for putting the tax cut over the top. I look for spending to fall in at a 5 to 5 1/2% increase, but the increased revenue from the tax cut will more than cover that...
