ZO- Well that was the idea. But who knows how it was interpreted by lawyers?? What you are referring to is FCC rule 99-238. Here's a bunch of urls in case you are interested. I was pretty much an expert on it for what that was worth:

It basically said if you run packet (or ATM) out to the remote terminals (NGDLCs), then it's yours. But of course the CLECs would have none of that and it put lawyers on overtime with no clear resolution that I was aware of. Maybe it was ATM that caused the problems. I can't recall and I am not aware of any updated rulings. -MikeM(From Florida)
