Underclocking... I wasn't very successful but this article had a little more luck:

I heard a report of 1 GHz AXIA chip able to run at very low core voltage, so I thought why not try it out at 7.5x133. And the results are very good, this chip would run at 1GHz at 1.3v ! It did not go over 28 degrees under full load, so I thought time to go for passive cooling ! I did run it at 1000MHz very stable without any air cooling at all, and it did not go over 40 degrees! The heatsink used was a old Alpha Socket 370 heatsink, which used to have a 5000 rpm 6 cm fan. With this test I have proven that the Palomino 900 shown at CeBIT 2001 with passive cooling, was not very promising, even the Thunderbird core can achieve that. We can only hope that the Palomino core supports higher clockspeeds at lower voltages, so it will run a lot cooler compared to the Thunderbirds.

ps: Not sure if I will be so bold when I buy a T-Bird...
