If a majority of people agree on the meaning of a word

I don't know if that's the chicken or the egg. The dictionary reflects some general consensus of meaning. Then people who read the dictionary adjust toward that standard. The variations come about and the dictionary includes them. Then people gravitate toward the new standard. And so on. The dictionary is a touchstone more than a reflection of a consensus.
