What I am talking about is how to best address the problem by throwing money at it.

To truly fix the problem, we need a massive shift in the structure of our society. Television is one place we could start. The problem with television is not that it portrays too much sex and violence. The problem is that it is used as a substitute for interaction between parent and child in their preschool years. Perhaps, as a start, we should require new parents to take classes on interacting with their children during television viewing.
