It's a very big problem, IMO. and some of the crime minds don't give a hoot, are very low in mental balance and during their first trip say they slip up or small goof up and it's a bad deal turned to loss of life. No insurance will replace the price of that fact. Sometimes we wonder why they are build larger prisons I, guess this is part of the answer.
