Second, losses in technology stocks (and the funds that invest in them) have been so steep, most shareholders probably won't sell because there would be no point in it. Instead, they'll hold their depressed shares and treat them as "lottery tickets" on a future resurgence in technology.

Yep. Especially where profits have been taken. For example, I sold out 3/4 of BKHM at a profit, the bit I have left is just that - a freebie lottery ticket which might do well in a few years. Mind you, I still wish I'd sold the lot.

It probably looks worse for us, actually - after all, what kind of sector would people on a web forum called 'Silicon Investor' most likely have been invested in anyhow? (never mind those of us on the NNBM bit...).
