IMO the only rational approach to it now would be to buy a small % of the overall desired target holding, then go from there. It could be that CSCO eventually settles into a tradeable stock with strong resist and suppport levels, such as intel became, but obviously it's not there yet. This econ slump could drag on for a while.

That does sound rational to me and what I was hinting at. One can always pyramid into their stocks as the quarters move forward and stocks that have built a solid base start to break out. Cisco has only been bouncing around in the sub $20 range since March 9th of this year. That's not quite six weeks yet and the 'stock' needs plenty of time for that process - whatever that time ends up being. Be it 7-8 weeks, three or four months or whatever.

Heck, I can never seem to keep it up and that's why.. oh never mind that's another issue altogether!
