The Fed has a good article explaining why the BEA switched to chain weighting GDP - and talks about the positive and negative aspects - available as PDF from the Fed:

You know, and I know, that it's just an approximation of the real economy and always has been. Even the IRS doesn't know the size of the real economy for sure.
