Yep, the main oil export terminal refinery for the U.K. went up last week (a Conoco property):

Apparently will be down 2-3 weeks, the refinery portion was not involved.

yes...and how much capacity has been diminished?

refining is done on regional levels....loss of capacity in one area affects directly that area......pricing is based not just on the cost of crude, but cost/quality of refining and transportation to the market place.....

usa does have a limitation on refining, no new facilities built for many years, no different then power generation...very costly to build when certain environmental standards must be met, hence no beneficial roi for the owner......
