When you distill petroleum, there are light ends and heavy ends. By heavy ends I mean what you can't crack any more. The really heavy ends you can't do much with, they are what they are (coke and tar). The light ends can be put together in different combinations using catalysts, pressure and heat. So, yes, you can turn the same fuel stock into fuel oil or gasoline. What goes off the top or the bottom will be different.
