In dollar terms, perhaps. What about as a percentage of GDP? I suspect that FDR wins for absolute, real tax increases.

I have no idea where you are getting that assertion. There was a rise in the Social Security tax, and there were adjustments in the 1986 tax bill, some up, some down.
