the FCC has mandated that the service providers must sell handsets with this capability after October 1.

Has there been any indication of what the penalties might be for non-compliance. Does this mean that a NOK cannot sell a TDMA phone after Oct 1 unless it has GPS capability? What about new GSM phones for ATT. Won't they have to have GPS capability?

It is hard for me to believe this is the possible outcome. can anyone clarify?

Perhaps this is a good time to recall that most famous quote: "I am kept awake nights by concern that WCDMA will be delayed or not work well and thus the upgrading of the whole world to CDMA, whichever flavor, might be delayed where CDMA is not selected."

Guess who said that, and when.
