One of the factors about the "surprise rate cut" which doesn't seem to be getting mentioned is that there was no regular meeting scheduled for April. The FOMC doesn't meet every month. This last cut was done midway between the March meeting and the May meeting.

Briefing.com, which is pretty good on bonds, was calling for a rate cut on April 17 - here is the gist of it:

Today is the midpoint between the last FOMC meeting and the one on May 15. While the Fed sits
with the policy trigger cocked and ready to fire the economic outlook continues to worsen. The
consumer now joins the ranks of dismal corporate earnings, the pop in the business investment bubble
and the glut of unsold inventory. And with the consumer goes GDP. Friday's report on business
inventories took our running estimate for Q1 GDP in to the red which suggests that the economy is
already in recession. The continued economic worsening leaves us asking: Where is the
