OK, Mr. Know-It-All, why didn't Santa Cruz or Marin County or Sonoma County or Carmel or Carmel Valley or the Eureka area or Santa Barbara or.... become Silicon Valley? They're all nice places to live. And there are many others in other states. Rather clearly there are other reasons. Stanford is generally credited with being one of them. Another was dumb luck: SV was lucky enough to have several companies founded here that later unwillingly spun off many other companies.

And SV is no longer such a wonderful place to live. It's crowded. The traffic is terrible and getting worse. Many people live 100-150 miles away and commute for hours each way to get to work. Prices, particularly housing, is outrageous. As someone else pointed out, if you don't get one of those 100K+ salaries, you don't want to be here.
