replace the Fed with a skeleton crew reporting to DeptTreasury
empower them emergency authority only

the 1929 Depression occurred months after the Federal Reserve excessively tightened, to ward off overspending and overaccumulation of debt in the widespread purchasing of automobiles... car sales growth was 70-100% annually, scarey... in their pathetic wisdom, the Fed eased up four years later
