Would you happen to know how they can distinguish voice from dial-up Internet access? And how they could count residential data customers?

That is easy. Dial-up users pay a separate fee for BellSouth internet access, usually added to their phone bill. Voice is billed as voice . Total Internet customers
are those who have dial-up + those that have ADSL, + those
that have ISDN + whatever.
