No, if I've got my Elliot right, it's just a "flat".

Three wave corrections that make net downside progress after wave "a" are zigzags. They may also be called "sideways" and "sharp" corrections, respectively.

Note that corrections are the messiest part about e-wave analysis. Many different types, many different rules, but the beauty of e-wave is that impulsive waves have very few, simply rules, making them easy to spot. If it isn't an impulse, then you suspect some corrective form.
