Can you explain the scenario in which Bush might be required to testify about that? Also, whether or not he did or didn't was a personal matter (under your definition) since it did not effect anyone else. Clinton's lying under oath occurred in the context of a civil suit brought against him for alleged sexual harassment of another human being (see effecting someone else's life).

I do not understand why you can't differentiate between the two.
