Latin America sees fit to use Euros as part of their reserve currency, doesn't that tell you anything?

The dollar's so called strength comes in these "screwed up" countries relying on it, when the IMF/WorldBank (conduits for the US government economic propoganda) tells them to get their act together does it not?

Out of curiousity, do you know the relationship between current account and capital account and the implications on a currency...any currency...when one is in deficit?
