A consensus forms around something virtually everyone can agree on. By "virutually" I mean everyone but those incapable of participating such as the insane, the disengaged, children, the senile, etc., and also the certifiable screwballs.

But who decides who the screwballs are? Virtually everyone might just mean a very large majority (say 90% or maybe 99%). If you define it by not counting the "screwballs" any large majority might say that consensus has been achieved by defining its opposition as screwballs. (or by just ignoring them)
