I think the carriers will, not the handset manufactures, lobby the FCC for an extension to the 10/1 deadline and a less costly base station E911 solution. The carriers are the ones that will bear the cost through subsidies. If you were a carrier and could get away with a less costly base station vs a more costly handset E911 solution, wouldn't it be worth the fight? BWDIK.
