I do not intend to go in a discussion about Bush and I agree with you that it is pretty obvious the ratification of Kyoto will never pass in the US. But like everything in communication and certainly in politics, it's all about perception. And the way he delivered the statement to the public sended out the wrong message.

The people get the message he doesn't care about environment and health care (who likes arsenic in his water?) while his buddies in the large industrie groups who paid for his election get their return on investment. He essentially tells them they just can go on like before and we will not interfere on environmental issues. And I , and obviously a lot of people, think it's the wrong message today.
