yes, that's what it is doing...and that is different from the VIX behavior seen at any other time during the '90's bull market, more specifically, THIS behavior is different from that exhibited after the various large corrections and mini BK's we've seen, like '97 and '98. it's one of the signs that something is different here...that this is not just an especially deep correction that is now over. it's the first time we get to witness a bear market VIX.
