How meaningless. To have any statistical validity at all, one would have to assume that, in that the voters are representative of the remainder of the population in an area, the vote would have to be tallied according to the population of the area multiplied by the percentage of actual votes in the area. Assuming that everybody in an area would vote the way that the majority votes excludes even the base data of those in the area that actually did vote for the opposition.
