The Argentine Peso is Pegged to Us dollar. By lowering rates
The FED in effect made dollars dominated investments less
atractive thereby in theory causing the dollar to be
devalued. Argentina has wanted to change its peg from the
Dollar to the Euro to in effect devalue its currency.
This may be in a round about way of trying to help them.
I don't believe it was their primary reason. Remember by
devaluing our currency we make our products more competitive.
It might have been a extra benefit in doing so.
