I have seen scathing reviews of the Miami-Herald study, but can't find them right now. They didn't even question the thousands of missing ballots handed to them (relative to the number of votes recorded in the election.)

Regardless, the fact that criminals find out later that they didn't need the loot, does not make them any less guilty of theft.
