Greta,

CNN called Gore the winner. Then CNN called Bush the winner. By the end of the evening, there was a 500 vote difference with lots of voter irregularities and uncounted absentee ballots. Gore had a 1,000,000 vote popular majority around the country.

It would have been unthinkable for Gore to have not asked for a recount. Bush was the one who sued to stop the recount in the courts. He failed at the state level, and then took it to the Federal level.
