I did a case insensitive search on "internal memo" on the Intel thread, and did not find any references to P4.

TG, the post you are referring to was from Elmer. However, he didn't predicted 1.7 GHz out at launch but 1.6 GHz. He even posted his "internal memo" but greyed out everything of interest. If you want to search for it, look up all post from Elmer's a few days before the P4 launch (November, 20th).
