California's success is due to waves of educated immigrants. If you visit any decent engineering graduate school in America, you will see 80% or more of the grad students are foreigners. Then if you ask them where they go after graduation, they will point to CA. Geeks attract geeks, and because there is no majority in CA, no one feels discriminated against, at least not as obviously as in other states.
