I hate to bring business common sense back into the "love-everyone-and-hug-a-tree" energy debate here, but the price mechanism is simply perfect for regulating use of a resource, as well as bringing more into use...

Ish,

Recreation and travel are good uses of gasoline. Being stuck in a traffic jam for two hours a day away from your family, is a bad use.
