I don't see how anyone can call a system that requires rate freezes and mandatory reductions "deregulation." If they said anyone who wants to offer power has to do it on a cost plus basis, the most efficient could offer the cheapest power, but the price would still reflect their real costs.

This has been a fascinating discussion, thanks Zeuspaul, whitepine, etc (and whitepine I don't think your posts are too long, this is a complicated subject. Too bad you guys weren't around to educate the CA legislature in 1995 :-))

BTW, NJ is now offering up to 60% rebate on money spent on buying and installing a renewable energy system (solar, wind, biomass) in your home. 11 people have one so far.

Zeuspaul, rate reductions for 3 years in Texas, eh? It will
be interesting to see how that plays out. They have the
advantage of watching CA to find out what NOT to do.

I found something about PG&E that puzzles me. I'm sure the
answer is in the company's annual report. Their revenue was
flat 1990 to 1995, then rose steadily through 2000 while
profits declined and became negative. I wonder how they
managed that?
