Ruch L. just reported that Cheney's Energy Policy report WILL recommend opening a small part of ANWR for drilling.

An article in Oil & Gas News said that the final ruling on FPSO use in the GOM is expected next week and it is expected to be favorable. Seems likely that current fleet would not meet specs (double hulls,etc.) and that newbuilds would be required. Reasonable to assume FPSOs would be built in Asia and shuttle tankers would be built here under Jones Act? Too late for Figgie but do you see any other plays here?
