This is coming from a man who will argue what the meaning of word "is" is.

There would have been no reduction if his National Health Plan were enacted....taxes were raised to pay for it (at all levels even though he promised a tax cut for the "working folks") and the Republicans have been trying to refund our money ever since.

He called it that because "National Tax and Spend Act" would have given away the scam. There was never any intention by any Democrat to do anything with whatever additional federal revenue came along but to spend it to expand federal power...
