In 1992, Clinton promised a middle class tax cut and a tax hike on upper incomes.

The middle class tax cut came later (after the deficit was brought down), and the tax hike on $70,000+ incomes came early (to bring the deficit down).

Clinton was the most responsible fiscal manager in modern history, and his record proves it. Unlike Bush who left Texas a mess.
