For many people (includeing me) its really not practical.

In the San Jose area, everyone lives everywhere and commutes everywhere -- I agree that carpooling is generally not an option. In addition, the only person whose commute time is (possibly) cut in half is the last person to be picked up and and first to be dropped off. If you're the driver, fugedaboudit. The commuter lanes in this area are just as congested as the other lanes when traffic grinds to a halt. Finally, on the occasions when I've had an opportunity to use the commuter lane, I invariably run into someone who wants to drive 60MPH in the lane, and I end up having to go around them in the regular lanes.
