Debt from U.S. government-sponsored entities like Freddie Mac and Fannie Mae was mentioned as the most likely substitute to Treasuries. Already 70 percent of central banks and multilateral institutions own U.S. agency securities, up from 54 percent in 1998, the survey found.

Corporate bonds and asset-backed securities would also receive extra demand from a further decline in Treasury supply.
