That's a good question Dale, and one worthy of examination. But it's an entirely different question than the one Scrumbria has repeatedly challenged.

When he admits he was wrong about Reagan's tax cut causing a loss of revenue, which in turn caused the deficit explosion. I'll be glad to move on and discuss that question in detail.

My initial impression is yes, it would have an effect on tax receipts. What that feedback effect would be percentage wise, I have no idea. Do you have an estimate?

Here is the problem the way I see it. If someone were to argue that military spending instead of tax cuts were the cause of the 80's deficit buildup they would have a reasonably valid point. Military spending did increase dramatically under Reagan. Then the question becomes, was it worth it? And conservatives and liberals would probably disagree about that answer.
