I don't recall Neo ever calling non-believers inhuman.

He said it both directly and indirectly and he not only stands behind it but he banks his whole existence on it. His meaning is that without God all things would be inhuman. He probably only considers Russell dumb; Neocon has made it clear that a supernatural being exists.
I respect that you may not be familiar with (for instance) his posts on his own thread where he champions the various myths in the cause of Christian apologetics (not including the myth of Hell for which he substitutes purgatory).

This is one example. His reference to Russell was strictly to do with his (Russell's) atheism, as contrasted with Neocon's personal sense of meaning. He believes that the mindset of non believers strips all meaning and humanity from the universe, exemplifying a "nonhuman class of beings" (I will accept the guess which you have ascribed to his meaning).

If you like, I will put together a collage of his postings in order to make this clear, but I would much prefer to be spared the efort...
