It does make a difference where the stock is held. Any stock in a margin account can be loaned for shorting. Stock in a pure cash account is segregated from stocks being held by the broker in margin accounts. Auditors check for this and woe betide brokers being offside, Brokers regularly report to regulators and it costs capital when things are offside.
