Whether the state should buy the utility ``ultimately depends on the price,'' said Guy Phillips, a chief consultant to Keeley. The group of more than a half dozen Assembly members also is looking at the possibility of the state buying power plants, or using eminent-domain powers to take them, Phillips said.
