China Oil Stocks Plan Will Improve Energy Security

By Jim Efstathiou

LONDON, Apr 24 (Dow Jones)- China's plan to build emergency stocks of crude oil will "strengthen global energy supply security," the International Energy Agency said Tuesday.

The creation of strategic oil stocks is a key feature of China's recently approved plan for economic and social development, the IEA said. A senior representative of China's State Development Planning Commission presented details of the plan Monday and Tuesday in Paris at a joint IEA-China workshop on oil stocks.

"We need to learn from the experience of other countries on this subject, and we regard the IEA as the most significant player in the area," said Wu Jianmin, China's ambassador to France.

With total oil demand of 4.8 million barrels a day, China is the world's third largest oil consumer after the U.S. and Japan, and has been a net oil importer since 1993. South Korea recently joined the IEA, leaving China as the largest oil importer outside the agency.

The joint workshop was organized under the Memorandum of Policy Understanding in the Field of Energy, which the IEA signed with China in 1996. The IEA is the energy watchdog for the Organization of Economic Development and Cooperation.
