I'm pretty sure that if Cisco ends up selling previously written-off inventory then they do not get to "re-use" their losses. They only get to deduct cost-of-goods-sold once: either when they write off the inventory or when they sell it. They can't do both.

The IRS is many things, but they are not stupid.
