Since I addressed the debt, that riposte is rather weak. Social Security and Medicare were heading for insolvency in any case. I am glad you admit that Reagan won the Cold War, but there is no reason to suppose that the continuation of the Politiburo would have yielded a stable democracy, and we have not reached dictatorship and hostility yet. Anyway, most of the aftermath was during the Administrations of Bush pere and Clinton. Maybe, if the Soviet Union goes bad, it is Clinton's fault.

Volcker reduced inflation during the 81-82 recession. After that, a demand led economy bids up prices. Instead, prices continued to fall, without having to "cool" the economy.

Clinton continued deficit throughout most of his term, and was predicting that it would take another ten years to balance the budget in 97.

Tax breaks have nothing to do with the underlying rationale for taking on debt for capital expenditures.
