Alcatel's Broadband Wireless Access Enables Skypoint to
Deliver Revenue Generating Services

Alcatel LMDS helps Spanish operator rapidly expand network and target multiple market segments

DALLAS--(BUSINESS WIRE)--April 24, 2001-- Using Alcatel's (Paris: CGEP.PA and NYSE: ALA) industry leading LMDS
(Local Multipoint Distribution Service) solution, SkyPoint, a new generation Spanish telecommunications operator, has
achieved critical momentum in the deployment of its broadband wireless network. Only five months after signing a multi-phased
contract valued at over Euro 100 million for delivery of Alcatel's LMDS equipment and services, SkyPoint has rolled out
networks in more than 25 cities across Spain and is now delivering revenue generating services to multiple market segments.
With demand for broadband access increasing, SkyPoint is on target to complete LMDS deployments in more than 50 cities by
the end of the year.

``For the past five months, SkyPoint has been intensely focused on deploying a best-in-class LMDS network that will enable us
to provide reliable broadband wireless access at competitive prices,'' said Manuel Gordillo, CEO of SkyPoint. ``With Alcatel as
our technology partner, we have been able to quickly and cost effectively implement our broadband wireless access strategy
and begin to provide the revenue generating services demanded by our customers.''

The ready availability and ease of deployment of the Alcatel LMDS solution has enabled SkyPoint to install more than 45 base
stations to date. With this significant installed base, SkyPoint is maximising its revenue by delivering broadband access services
to multiple markets including the wholesale, retail, and mobile backhaul markets.

Using a ``carrier's carrier'' model, SkyPoint is currently providing wholesale leased line access to other telecommunications
service providers including Spanish cable operator, Cableuropa, and Grapes/Comunitel. As part of a recently announced
partnership agreement with Alcatel, Microsoft and Hewlett-Packard, Skypoint is also establishing itself as an ASP (Application
Service Provider) and delivering value-added services and applications to small and medium sized enterprise (SME) customers.
Additionally, the Company is using its broadband wireless network to provide backhaul services to mobile operators such as
Airtel, the second largest mobile operator in Spain.

``SkyPoint illustrates the solid business case behind fixed wireless deployment,'' said Jean-David Calvet, executive vice
president, Fixed Wireless, Alcatel. ``With high speed and ease of installation, LMDS enables service providers like SkyPoint to
quickly convert their spectrum license into revenue generating services, giving them not only a rapid return on investment but
also a significant time-to-market advantage.''

About SkyPoint

SkyPoint is a Spanish CLEC that provides the full suite of broadband services and solutions, including Internet access, data

the Spanish Government to use a broadband spectrum, and has built a LMDS 26 GHz multi-service network that offers speeds
from 8Mbps to the customer premises, avoiding the last mile bottleneck that others suffer. SkyPoint's unique proposition offers
its clients speed of execution and communications independent of the incumbent operators, as well as scalability for the
exploding demand of broadband services, security over encrypted communications and ecology. For further information about
