I do not know if you have noticed, but in the last couple of terrorist bombings (World Trade Center and Oklahoma City), those responsible were not terribly bright or reflective, and they were easily caught. We cannot rule out the rogue use of missile technology by the sort of lame brains currently ruling North Korea, or by terrorists, or by factions engaged in a civil struggle, for example, if there were a breakdown of order in Kazakhstan, which still harbors nuclear facilities and is almost half ethnic Russian.......
