Hi Frank - ANWR may be psychological ...

Alaska is seen as pure and white and innocent.
Expect great speeches defending the purity of the virgin, unspoiled wilderness.
Lots of religeous resonances here...

Congresspeople can vote to stop it, look good on their environmental record, then vote to allow for drilling in other places as part of an attachment to another, more popular bill. Then they can run as pro - environment AND pro-energy AND pro-jobs.

90% of the Bush team are old hands at this...

One of the clever things about the Bush people so far is they always give the Democrats one clear target to shoot at so thay will look good to their key support groups. The education plan could have been drafted by the DLC, but the Bush team put vouchers in there so the Dems can vote them out and be heros to the teachers' unions.

IF I'm wrong (could be) expect the Bush team to go to the mat for ANWR - but I bet they won't

IF I'm right (trading card sceanario), my out of mioney Phillips calls are toast..so I kinda hope you're right !
